Bhubaneswar, Odisha – July 2025
The Odisha government has officially introduced a Fail System for Classes 5 and 8, starting from the current academic year. According to a notification issued by the School and Mass Education Department, students in these classes will now appear for regular annual examinations at the end of each academic session.
To facilitate this change, the government has amended the Odisha Right of Children to Free and Compulsory Education Rules, 2010, aligning with recent central government amendments to the RTE Act.
As per the new system:
- All students of Class V and Class VIII must appear for year-end examinations.
- Students who fail will be given remedial instruction and can reappear for the exam within two months of result declaration.
- If a student fails the re-examination, they will be retained in the same class.
- Importantly, no child will be expelled from school before completing elementary education.
These reforms follow the December 2023 amendment to the Right of Children to Free and Compulsory Education (RTE) Act, 2010, which gave states the authority to conduct regular examinations for Classes 5 and 8 and retain students who do not meet promotion criteria. This is the first such amendment since 2019.
