The policy granting private educational institutions concessions by choosing minority status has to be reformed, according to the Maharashtra State Commission for Protection of Child Rights (MSCPCR). Advocate Susieben Shah, the chairperson, expressed worries about possible abuses of the scheme and urged the government to guarantee equity for minority communities.

Shah suggested that, in accordance with guidelines established by the federal government, the state government set a minimum percentage for minority students when awarding licenses to such schools during a joint meeting with the education department on the Right to Education (RTE) Act. It was also suggested that schools with minority status undergo routine inspections.

Numerous complaints regarding schools in Mumbai and its suburbs refusing admission to children on the basis of their minority status have been received by MSCPCR. According to Central government laws, education officer Suraj Mandhare highlighted that the state government has the ability to determine the percentage of respective communities in minority educational institutions. Before quotas are set, Mandhare announced that inspections would be conducted at all minority-only schools in the state.
